The main cause of the expected cost increases is the social levy that flows to the municipal social association Saxony (KSV). According to Dresden.de, an increase of 15 million euros is expected compared to the previous year.

The urban expenditure for the KSV is to increase from 126 million euros in 2024 to at least 141 million euros in 2025, which means a rich growth of 11.9 percent. This has an impact on the budget, which will be specified in the coming months, since the final costs are determined with the official decision on the social levy in October 2025.
