From May 1, 2025, there will be a significant innovation in the application for sovereign identity documents: the days of paper-based passport photos are over. This regulation affects both passports and identity cards. The reason for this change? The prevention of manipulation, for example through morphing techniques, which can endanger the security of identification documents. Radibor reports that from this day on, photographs may only be sent electronically from photo studios to the registration offices via secure transmission channels.
The transition period until July 31, 2025 means that paper photos will continue to be accepted, but from August 2025 only digital submission will be possible. In addition, photos can no longer be printed out in the citizens' offices; instead, the images, which are stored for up to four days, are captured electronically on site. This service is offered at a low price of 6 euros and is already used in numerous cities across the country. Great news for anyone who will need a new ID card soon!
Problems with implementation?
However, problems could arise, especially in larger cities. Current reports from Mercury show that not all citizens' offices are sufficiently prepared. Cities like Nuremberg and Kassel could lead to delays in passport applications due to a lack of photo booths and planned delays. The situation is the other way around in cities like Frankfurt, where all offices are equipped with the necessary terminals.
However, digital passport photography is not just a measure to avoid difficulties; it also increases the security and quality of passport photos. The consumer advice center highlights that the introduction of digital images can significantly reduce the risks of manipulation during the passport application process. This is done through encrypted transmission and an automated biometric suitability check of the images.
Where do you get the digital passport photo?
But how do you get a digital passport photo? The possibilities are diverse. According to the new guidelines, photos can be taken in certified photo studios, drugstores such as dm or directly in the authorities. The latter offer special photo terminals that are directly connected to the registration office. To use these external services, you will receive a data matrix code that must be presented when submitting your application.
In response to the innovations, the authorities recommend taking care of digital passport photos in good time. The rush could increase noticeably, especially in the first few weeks after the new regulations come into force.
Also important to know: From May 2025, passports or ID cards can be sent by registered mail for a fee of 15 euros, which makes personal collection unnecessary.
